The Ministry of Health of the Government of the Canary Islands has extended until 24 hours on Saturday, July 31, screening to contain the transmission of SARS-COV-2 through diagnostic tests of active infection (PDIA) to passengers entering the Canary Islands from the rest of the national territory, by air or sea.

 

This new extension is effective from today, with the publication of the Order of the Minister of Health, Blas Trujillo, in the Official Gazette of the Canary Islands this Monday, and constitutes a necessary measure to continue with the control and containment of imported cases of coronavirus in travelers from other parts of the national territory and while the rate of vaccination against COVID-19 is accelerating.

 

Since its implementation, on December 18, 2020, PDIA screening of passengers entering the Canary Islands from the national territory has been an effective measure to control the pandemic, with 87 percent of travelers who have provided proof negative, which minimized the risk of importing new cases and, therefore, causing an increase in the transmission of COVID-19 in the Canary Islands.

 

Device operation

 

When a passenger arrives in the Canary Islands from another region of the national territory, they must deliver a negative PDIA certificate at the checkpoints established for this purpose by the Ministry of Health at the Canarian airports that receive domestic flights.

 

Travelers who make airport transfers between islands must go to the control of the first airport where they disembark to present their certificate of negative diagnostic test. Travelers who did not present the certificate, or that it was not validated, are identified, registered and are ordered to perform isolation until a negative result of a diagnostic test is obtained at the destination.

 

The diagnostic tests for active infection admitted, at the passenger’s choice, are:

 

– PCR (COVID-19 RT-PCR).

 

– Rapid detection test for SARS-CoV-2 antigens with a specificity of more than 97% and a sensitivity of more than 80%, in accordance with the corresponding approval of a country of the European Union or the European Economic Area.

 

– Transcription Mediated Amplification (TMA). Free trial

 

The Ministry of Health reminds that the diagnostic test, both at origin and destination, will be free for travelers residing in the Canary Islands who come from the rest of the national territory and carry out the test at the Eurofins Megalab centers arranged by the Canary Health Service for such an effect. In the remaining cases, the passenger will bear the cost of carrying out the PDIA, which will have a special price in the centers arranged by the SCS.

 

Documentation accrediting the test

 

The supporting documentation for the test must be the original, written in Spanish, in paper or electronic format and must indicate the traveler’s name, passport or ID number, date of the test, identification and contact details of the authorized health center. who performs the test, technique used and negative test result.

 

In the case of antigen tests, it must also reflect the homologated specificity and sensitivity. The interested parties or the laboratories, with the express authorization of the interested parties, will send the analytical results electronically to the Canary Islands Health Service, at the address pdiasviajes@gobiernodecanarias.org , prior to their arrival in the Canary Islands.

 

In the cases of express authorization for data processing, the submission of the results will be the obligation of the laboratories. In the cases in which said express authorization is not granted, the submission of the results will be the obligation of the interested parties, who must send the supporting documentation of the test to the indicated email address, stating the number in the subject of the email. flight or crossing and the date of arrival of the same.

 

Request for the result at destination

 

The Ministry of Health has a Covid-19 control point operation in the six Canarian airports that operate with domestic flights in which the accreditation of the PDIA result is requested. In the exceptional event that the passenger has not performed the PDIA within 72 hours prior to arrival, they must isolate themselves at their residence and perform a PDIA within 72 hours of arrival, and the result must be sent to the SCS.

 

The isolation must be maintained until the obtaining and referral of a negative diagnostic test or, where appropriate, epidemiological discharge. Those who do not carry out the PDIA, must keep isolation in their residence for 10 days and are exposed to the foreseen sanction.

 

Travel agencies, tour operators and air or maritime transport companies and any other agent that markets tickets must inform passengers, at the beginning of the ticket sales process for the Canary Islands, of the obligations derived from the Order. .

 

Make an appointment at origin

 

It is recalled that the SCS has signed an agreement with a network of laboratories with 68 locations throughout the national territory and an appointment must be made to carry out the test in the laboratory closest to the address where you are going to go or at 911 087 080.

 

The traveler must present at the time of the test the printed supporting documents (proof voucher downloadable on the web, photocopy of the DNI or residence certificate and photocopy of the receipt of the flight to the Islands).

 

Travelers residing in the Canary Islands can consult the list of laboratories with

 

the addresses and telephone numbers and download the free trial voucher on the web. You can also consult the list of available centers, with their addresses and location on the national map, at this link. However, the passenger may go to any other laboratory outside the agreed network that will not be subject to a subsidy.

 

Exclusions

 

The measures indicated in this Order shall not apply to passengers in transit at a Canarian port or airport with final destination to another country or another place in the national territory. Nor will the measures indicated in this Order be applied to those people who prove a reservation in a tourist accommodation establishment registered in the General Tourist Registry of the Autonomous Community of the Canary Islands, and are subject to the public health control regime in the admission to a lodging establishment in accordance with Decree Law 17/2020, of October 29, on extraordinary measures in tourism matters to face the effects of the health and economic crisis produced by the pandemic caused by COVID-19.

 

 

Isolation for 72 hours prior to the test in the Canary Islands will not be applicable when the urgency of the displacement prevents it, in the following cases:

 

  1. a) Workers employed or self-employed in critical occupations, including health workers, on professional posting.

 

  1. b) Workers or transport service providers, including freight vehicle drivers, who transport goods for use in the territory.

 

  1. c) Patients traveling for imperative medical reasons.

 

  1. d) Assistance or care, for imperative reasons, to seniors, minors, dependents, people with disabilities or especially vulnerable people.

 

  1. e) The public representatives, diplomats, the personnel of international organizations and the persons invited by these whose physical presence is necessary for the proper functioning of said organizations, the military and the

police, humanitarian workers and civil protection personnel, in the exercise of their functions.

 

  1. f) Seafarers who arrive in the Canary Islands back from their campaign on board a ship or in transit to embark or disembark.

 

  1. g) The crew of ships and aircraft that carry out passenger or merchandise traffic between the Canary Islands and other Autonomous Communities or countries.

 

  1. h) Journalists in professional displacement.
